ANNOUNCEMENT OF THE HOLY SYNOD OF THE PATRIARCHATE OF ALEXANDRIA AND ALL AFRICA

In the name of the Triune God, we gathered in the Great City of Alexandria at the invitation of His Beatitude Theodoros II, Pope and Patriarch of Alexandria and All Africa and with feelings of responsibility towards its flock and its centuries old historical Apostolic journey, the Hierarchs of the legendary and Ancient Patriarchate of Alexandria, following its meeting, examining in multiple and in various ways the canonical parameters of the anticanonical and anti-ecclesiastical incursion of the Russian Patriarchate to create new "ecclesiastical formations in Africa", announces the following:
Already in the past few years, due to the fact of the recognition on behalf of His Beatitude Theodoros II, Pope and Patriarch of Alexandria and All Africa, of the Autocephaly of the Ukrainian Orthodox Church, we suddenly received the immoral invasion and incursion of the Russian Church by methods of denying the ecclesiastical way and tradition, which all the late predecessors of Patriarch Kirill of Russia, respected, for the acquisition of native Clergy of our Patriarchate, as a direct imposition of retaliatory measures and consequently of blackmail or revenge against us. Already, following announcement of the 29th of December 2021, by the Patriarchate of Moscow, we now have the official decisions, and from them, statements of the Church of Russia and interviews of its executives, regarding the completely illegal establishment of an "Exarchate", on the basis of its internal "statutes" and not canonical provisions, within the boundaries of our Patriarchate, consisting of clergymen who have removed themselves, or those who under penance and of other unknown origin self-described as Orthodox, but never having belonged to the Patriarchate of Alexandria.
Through these actions, an attempt is made to alter Orthodox Ecclesiology in many of its individual parameters, but mainly in the issue of the limits of the administrative conformation of the structures of the Church of Christ, with motives starting far from the Orthodox Tradition. It is with regret that we understand that these always stem from reasons of ill will, and are infected by the "virus of ethnic hatred" condemned by the Synod of 1872.
Of course, the secular spirit is not absent from these decisions, still referring to the parameters of "neo-colonialism" and claiming world primacy, known from times past οn the afflicted African continent, and not in agreement with the sacrificial in spirit ministry of our sanctified Orthodox Tradition.
The Synod of the Hierarchy of the Alexandrian Throne, in distressed astonishment, protests to the Patriarch of Russia and to his Synod. Astonished, because for us "the followers of our Holy Fathers", the boundaries of each sister local Church are clear, geographical and mapped by Ecumenical Synods and are worthy of respect..
We protest because in practice we have never been involved in the borders of any local sister Church, much less in the Russian Church. This is not only because the message of evangelical love is altered in this way, but also because having fought for a century and coexisting with various denominations and religions in a spirit of mutual respect and understanding, we receive a non-fraternal blow from Russinas who have the same religion.
We consider that through these methods the essence of our Orthodox faith is once again brutally violated and most especially in the sensitive field of Mission in Africa, which is “nourished” by us “as an infant with milk and not by solid theological sustenance” according to the expression of Paul, which is for us a principle and measure, which guides our Apostolic efforts.
To this end it was decided that:
A) To advise the Venerable Ecumenical Patriarchateand the local Churches through their Primates, by delivered Patriarchal Letters, which will describe the “plague” of confusion which has fallen on “our children born in Christ”, the faithful Africans, a consequence of the manifest and invisible actions of the commissioned persons of the Russian Church, and
B) The faithful and direct application of the provisions, of the Divine and Holy Canons, of Ecclesiastical Penalties, to the transgressors.

Au nom du Dieu Trinitaire, nous nous sommes rassemblés dans la Grande Ville d’Alexandrie, sur l’invitation de Sa Divine Béatitude le Pape et Patriarche d’Alexandrie et de toute l’Afrique Mgr. Theodore II, et avec la sensation de la responsabilité envers son troupeau et sa longue mission Apostolique historique, la Hiérarchie du Patriarcat Primitif et Aîné d’Alexandrie, après sa réunion, ayant examiné de maintes et différentes manières les paramètres canoniques de l’intrusion du Patriarcat de Russie et la création de « configurations ecclésiastiques en Afrique » nouvellement apparues, annonce ce qui suit :
Déjà au cours des deux dernières années, grâce à la reconnaissance de Sa Béatitude le Pape et Patriarche d'Alexandrie et de toute l'Afrique, Mr. Théodore II, de l'autocéphalie de l'Église orthodoxe ukrainienne, nous avons soudainement été confrontés à l'invasion et l'envahissement anticanonique et contraire aux mœurs, de l'Église Russe par des méthodes contraires à la pratique et à la tradition ecclésiastiques, qui avaient été respectées par tous les prédécesseurs d’heureuse mémoire du patriarche de Russie, Mgr. Cyrille, pour le rachat du Clergé indigène de notre Patriarcat, comme une imposition directe de représailles et, par extension, de chantage ou de vengeance à notre encontre. Après l'annonce du Patriarcat de Moscou le 29 décembre 2021, nous avons maintenant les décisions officielles et les déclarations de l'Église de Russie et les interviews de ses responsables, sur l'établissement totalement anticanonique d'un "Exarchat", basé sur ses "statuts" internes et non sur des dispositions canoniques, dans les limites de notre Patriarcat, composé d'ecclésiastiques qui se sont retirés ou qui sont en détention, et d'autres d'origine inconnue, qui se décrivent comme orthodoxes, mais qui n'ont jamais appartenu au Patriarcat d'Alexandrie.
Par ces actions, on constate une tentative de modification de l'ecclésiologie Orthodoxe dans nombre de ses paramètres correspondants, mais surtout dans la question des limites de l’articulation administrative des structures de l'Église du Christ, à partir de motifs très éloignés de la Tradition Orthodoxe. Nous comprenons avec regret que toutes ces choses proviennent de raisons malignes, et sont contaminées par le "virus de l'ethno-phylétisme" condamné par le Synode de 1872.
Bien sûr, l'esprit séculier n'est pas non plus absent de ces décisions, se référant même aux paramètres du "néo-colonialisme" et à la revendication d'une primauté mondiale, connue par le passé dans le Continent Africain éprouvé, non conforme à l'esprit de sacrifice dans le service de notre Tradition orthodoxe.
Le Synode de la Hiérarchie du Trône d'Alexandrie proteste, avec une grande surprise, auprès du Patriarche de Russie et du Synode qui l'entoure. Étonnamment, car pour nous, "en suivant nos Saints Pères", les limites de chaque Église sœur locale sont claires, géographiques et cartographiées par les Synodes Œcuméniques, et dignes de respect. Ainsi, nous déclarons que dans cet acte, nous n'avons jamais été impliqués dans les limites d'une quelconque Église sœur locale, et encore moins dans celles de l'Église Russe. Non seulement parce que le message d'amour évangélique est ainsi modifié, mais aussi parce que, après avoir lutté pendant des siècles et vécu ensemble avec diverses dénominations et religions dans un esprit de respect et de compréhension mutuels, nous subissons un coup abominable de la part des coreligionnaires Russes.
Nous pensons que par ces méthodes, l'essence de notre foi Orthodoxe est violée de manière grossière, en particulier dans le domaine sensible de la Mission en Afrique, qui est "nourrie" par nous "comme un bébé avec du lait et non avec une nourriture théologique solide", selon l'expression de Paul, essence qui est pour nous le principe directeur et la mesure régissant notre travail apostolique.
A cette fin, il a été décidé:
A) D’informer le Saint Patriarcat Œcuménique et les Églises locales par l'intermédiaire de leurs Primats, au moyen de Lettres Patriarcales qui seront délivrées. Celles-ci décriront la confusion "contagieuse" qui se produit parmi "les enfants nés de nous dans le Christ", les fidèles Africains, en raison des actions visibles et invisibles des personnes mandatées de l'Église russe, et
B) D’appliquer fidèlement et immédiatement aux contrevenants les sanctions ecclésiastiques prescrites par les Divins et Saints canons.
